SIGE-Pro 4.2.5.2

During installation of latest SIGE Pro on a migrated J3 to J4 on my localhost, the following error was displayed on the frontend Home page:

If difficulties persist, please contact the website administrator and report the error below.
0 Failed opening required 'C:\xampp\htdocs\llqg\administrator/components/com_sige/helpers/Helper.php' (include_path='C:\xampp\php\PEAR')

So, I followed the path and found that under xampp it's C:\xampp\php\pear\PEAR
I also noted the under administrator/components/com_sige has no folders. Only the four files associated with this folder. 
I can log in as administrator, but cannot perform any tasks. Each click of a task results in the above Failed opening message as stated above. Will SIGE not run on a localhost? Running Windows 10.
