Using the parameter images_new

(Thank you again for an excellent plugin)

I have an image size question.

What does images_new=1 do exactly?

eg. If I set the parameters of a file with images at about 2000 wide to include:
resize_images=1, width_image=400, ratio_image=1, images_new=1

Will it rewrite the back end images folder 2000 wide sized images with new smaller filesize image files that are 400 wide?

If so, when does it do this? Does it occur on the first front end download or when?
