Enable for User ID only

Enable for User ID only was created by renejdm
Can this plugin be enabled only for certain people in a group (by id). For instance, I would like to enable this for the admin only (id = 42). Is this possible?

I see only that I can enable this for groups (i.e., super administrators). But I want this enabled for only one person in the group. How can I do this?
