Issue with max count [for cyrillic characters]

Dear Viktor,

First of all I would like to thank you for your service to Joomla community and prompt response to my previous question.

Would you be so kind to have a look at another issue I ran into?

I'm having a problem with max count for meta tags, both title and description:

1. Max, say for description, is set at 150.
2. Counter in the front end counts characters correctly, but cuts the description string at... 79 characters.
3. As you may have guessed already, I'm using cyrillic.

Original string (85 charecters):

Saved and returned string (79 charecters):
Советы о важности своевременной диагностике речевых отклонений специалистом лог

Just in case, I'm using J 1.7 and EFSEO 1.7-6
