No language change in EBR possible

I have installed the language files in both the front end and Admin. backend, using FTP.
After that I re-installed the version for Joomla 3.2.1.
No Dutch language visible, although the overrides do show translation verbs.
I see in the root language directory that other translation have 2 files, 1 with .ini and 1 with .sys.ini.
EBR is missing that .sys.ini fiel, only has "nl.NL.com.easybookreloaded.ini.
I tried several re-installs, both before and after installing language files, also fromm Joomla backend with extension installer and via FTP. No reuslts, EBR stays English.
I am using Joomla 3.2.1 and EBR version 3.1.
